Commissioned by the VSNU and the Dutch Taskforce on Responsible Management of Research Information and Data (click here for more information about the taskforce), we are investigating the feasibility of an Open Knowledge Base. Currently, universities and knowledge institutions individually keep track of the activities of their own researchers. This includes publications (journals, books, conferences, etc.), datasets, grants, patents, collaboration partners, and more. However, the (CRIS) systems of different institutions are not connected, resulting in each institution only having visibility over its own activities and not those of others. For example, it is a challenge for researchers who change jobs multiple times to construct an integrated overview of their activities. It is also not easy to obtain a good overview of Dutch activities within a field. The VSNU and the taskforce are exploring the feasibility of developing a national infrastructure in which this research information is maintained and enriched, enabling the development of services that can answer questions such as those mentioned above.
Dialogic is investigating the characteristics of such an infrastructure, also known as an Open Knowledge Base, and the consequences that design choices may have on development and maintenance costs, the quality and usability of metadata, and the positioning of the Netherlands in the international research community. To achieve this, we are conducting interviews with stakeholders from national science policy, university policy, international infrastructure projects, private service developers, and researchers.
